Harbin, Aug. 7, Steps were taken to-day to seek the financial assistance of the Manchoukuo Government to carry out Harbin's flood prevention programme 'The Harbin Flood Prevention Committee, which has arranged for the Municipality of Harbin to. provide '$100,000 of the $480,000 necessary for the work, will ask' the national authorities to subscribe $175,000, representing 20 per cent. of the total required.
The general public has already contributed $83,000 out of its allotted quota of $85,000—Rengo.
