US. pern To Reach Peak

President Roosevelt Expected to Point to Threat of Dictators

Washington, Dec. 26.

President Roosevelt mention the extraordinary strength of the Reich's air force and the threat offered to the Western Hemisphere by the dictatorships when he makes his address to Congress on January 4, it was stated in authoritative quarters today.

He will invoke both these arguments ie emphasize his support for recommendations calling for the reinforcement of the United States" national defence system by an effort as yet without precedent in peace time. The projected programme calls for an air force of 10,000 craft. Taking account of the 3,000 aeroplanes to be constructed in accordance with a decision already taken by Congress, the new U.S. Air Force would reach the figure of 13,000.
