We, no more than other nations, can afford to be surrounded by enemies to our faith and our humanity.
"We propose to do our share in protecting from storms from any quarter of this hemisphere an ideal of a democratic government and peoples functioning together in mutual respect for peace.
"This does not imply that the American republics will dissociate themselves from nations in an other continent. It does not mean that the Americas are against the rest of the world.
"We stand on our historic offer to take counsel with all other nations to the end that aggression between them may terminate and the race for armaments cease and commerce be renewed."
