'A joint manifesto was issued to-day to the nation by Gen. Chiang Kal shek and President Wang Ching embodying their long-studied pro: posals to the forthcoming plenary Session of the Central Executive and Supervisory Committees 10 be held on December 10. Prefaced with the opinion that unification ana peace are the paramount essentials for national consolidation to-day, the manifesto advances a five-point programme for the clear division of powers between the Central Government and regional governments, which, in the opinion of the two Leaders, serves to stabilize Conditions as well' as to enhance administration efficiency.
