'A White Paper was issued to-day containing q memorandum on finan-lal resolutions regarding assistance for British shipping.
"The document states that 2 subsidy for tramp shipping is nog, to exceed £2,000,000, and that this amount Is to be reduced if the average level of freight rates during the year the subsidy is in force rises have $2 per cent. of the 1921 level.
