Deadlock Unbroken Russia Held Responsible by Japan for Eventualities

Tokyo, Jan. 22.

Negotiations in Moscow concerning Japanese fishery rights in Soviet waters remained deadlocked as Soviet authorities refused to change their attitude regarding an auction of stabilized lots, according to a message received here yesterday.

The Soviet Government has announced that the lots will be auctioned on March 15 despite Japan's request that present conditions be maintained pending the conclusion of negotiations.

The Soviet Government will be held solely responsible for any eventualities which may develop from the auction of the stabilized lots, Mr. Naruhiko Nishi, Japanese Embassy Councillor in Moscow, told M. Maxim Litvinov, Foreign Affairs Commissar. Soviet authorities were guilty of a grave "breach of faith" by announcing the auction, Mr. Nishi stated.—Domei.
