Grogorio Perfecto, one of the dele-[gates to the convention that has been Jengaged in drawing up a new Constitution for the Philippines, elect fied his colleagues to-day by signing the official draft constitution with his lown blood.
Crowds cheered as Perfecto's phy-simian drew from his arm enough blood for the signature.
