It has also been improving the poor conditions existing inside and surrounding all hsien hospitals and clinics and other institutions, by Fequiring that all doctors working in the hsien hospitals and_ctinies shall Jobtain licences from the Licence Committee of the health administration, Nanking; that a set of standard lists for equipment and, drugs be. made The chief obstacle to further devel-lopment of this programme is the lack of sum cient well-trained physicians.

Dr. Stampar's report then makes a number of recommendations, the /most important of which is that there should be greater ce-ordination of the Aifferent welfare activities which are) being undertaken.

In conclusion, Dr. Stampar sums his" Impressions a follows; "My. visits to the different institutions were made without any previous warning to the staff. In discussion with cept tatives of the various rural welfare departments in Kiangsi, I obtained very good Impression, and every-wiiers met understanding, appreciation land willingness, Having seen a con: siderable number of farmers coming to the welfare centres for advice and help, was convinced, that althourn the centres were opened some months a0, the rural population is already taking certain interest in them.

This {s clear from the fact that the rural population always is ready to give or assign the plots of land for {the experimental farms of the welfare feentres..........1f the activities are enlarged to a wider field and certain Jehanges made, the welfare work will, in all likelihood, be successful, and 50 serve as a good example to all other provinees, From this point of view, the work will be of importance for ithe whole of China, and deserves all the support of the Central as ~vell as fof the Provincial government."—Kuo
