Migrants Sought For Dominions

Britain's Birth Rate Decline Favours View for Migration Scheme SPECIAL TO THR "N.C.D.N."

London, June 30.

Commenting o the declining birth-tate in the domitians, a report issued by the Overseas Settlement Board Suggests that if the "United Kingdom cannot supply settlers in sufficient humpers for the Dominions, the admission of a carefully-regulated flow of immigrants of assimilable types has much to recommend it."

In order to produce regular migration from the United Kingdom, the report goes on to say, a planned policy was essential involving full to-operation and partnership between ihe United Kingdom and the Dominions, and equitable sharing of the burden of financial assistance.

The rapid progress made in secondary production in the Dominions in recent years, the report adds, should have an important effect on the capacity of the Dominions to absorb migrants, Migration, the report declares, should be a matter of attraction, not 6f. cortipulsion.

The ideal at which they were aiming was the formation of a Dominions system of social services, providing benefits of equal value to those in force in the United Kingdom, for which migrants -would be eligible on a basis of *reciprocity—Reuter.
