Black Fever Epidemic at Tsingkiangpu

Tsingkiangpu, May 3.

Black-fever is spreading rapidly in' and around this city, and the Kala. czar research station established by' the National Economic Council and the Tsingklongpu General Hospital are Alled with black-fever patients Since 1928, more than 100,000 per-[gone are conservatively estimated to have been stricken with the dread disease, whilst more than 30,000 patients have been treated and cured At the Tsingkiangpu General Hospital.

Router, working in Harbin and that some have already departed with their vie~ ims.

"Amongst these dealers there is a Jcertain man who comes every year fo. Harbin and escapes the police lowing to his having a passport of a European country. He quite lately engaged a number of girls for Tsing tao, but they were all conveyed to Tienisin and from that city were carried. off by rail to Hankow, Swa-ow, Soochow and other Southern ports. have already received letters from them begging to be saved, one of telters reading as follows:

"We have not been taken to a hi but to a house of bad repute, We sre (rated in a terrible manner and Kept as if we were prisoners, not even being permitted to walk in the streets without a guard. We are often beaten if we do not carry out Gis instructions of our master, and unless we are saved from our terrible situation we are thinking of commit-Ing suicide."

'This man is reported to be rolling money which he has earned trough carrying "White the South of China, practically girls having been' caught in Harbin bare and cabarets, The sums of money paid by the owners of the houses in the South of China to the dealer and the advances made by him to the girls are all placed on the shoulders of his vic-Yims, and until auch time as. they Jean pay back the full sum, they must obey the orders of their master and Tead a life which is terrible to contemplate.

'A few years ago, the League of [Nations sent a special commission to in to investigate the general situation as regards Russian girls Jeaught in this manner, and it was then stated that measures would be taken to cope with the evil, but there ig no doubt that the "White Slave" traffic in Harbin continues to flourish, fas greatly as it ever did, and that in the spring of every year many girls fare caught and carried off fo the South of China under the pretext of Doing engaged for first-class dancing halls and bers.

The detective police of Harbin thave been doing their best to stop [this tragic for several years, but un~ less they are supported by the police fof the Southern cities, their work wasted, as they cannot prevent young girls leaving Harbin to become em= ployed in work which apparently is Quite honest, and if is only when they arrive at their destination that the whole facts of the case become known, and if is, therefore, most imorlant that alt Russian girls arriving in Southern towns should be closely examined by the police to find out whether they have been caught in the above manner.

By arresting the dealers themselves, there is no doubt that a stop would be made fo this nefarious practice.
