Unexpected Visit

Tokyo, Mar. 20.

The "Kokumin" today features a report that the Foreign Minister, Mr. Hachiro Arita, acting on the instructions of the Prime Minister, Baron Keiichiro Hiranuma, called on the Genro, Prince Kimoochi Saionji, at his country villa at Shizuoka yesterday morning.

The Foreign Minister, it says, submitted to the Genro a report on important diplomatic issues, and requested his views on them. After his return to Tokyo, the newspaper states, Mr. Arita immediately submitted a report on his conversations with the Genro to It-Gen. Seishiro Ttagaki, the Minister of War.

Observers attach unusual importance to Mr. Arita's consultation with Prince Saionji as it is extremely seldom that the Foreign Minister. whoever he may be. sees the Genro. It is believed to indicate that he attaches vital importance to a decision on a certain unspecified issue, possibly relating to the Russo-Japanese fisheries dispute, or to the strengthening of the Anti-Comintern Pact.—Reuter.
