In pursuance of instructions from General. Chiang Kai-shek, President of the Military, Affairs Commission, the Kiangsi Provincial Government has drawn up a detailed programme for the enforcement of compulsory labour for highway construction from Sept.
According to this programme, at least one highway will have to be constructed in each district (hsien) by compulsory labour.
