"Shipped Bills of Lading" cannot be signed until the goods are actually on board the vessel named in the Bills of Lading and the Mate's Receipt produced. No Bills of Lading shall be issued except in exchange for Mate's Receipt, and no Bills of Lading shall be dated prior to date on which loading of the cargo under that Bill of Lading has been completed.
