Art, 5—The Joan shall be secured on the surplus accruing from. the Income of the international telegraph services of the Ministry. of Communications—after deducting (1) the amount earmarked for the repayment of principal and payment of interest on various loans contracted with the Board of Trustees for the Administration of the British Boxer Indemnity Refund; and (2) the amount due for payment of monthly overdrafts to the Directorate-General fof Postal Remittances and Savings Banks, which acts as the seal agent of the International Telegraph Bureau.
Tu the event of a deficit, the receipts from other postal and tele graph sources shall be appropriated by the Ministry of Communications to make up the sum required for the sinking fund of the present Loan, The Ministry of Communications shall instruct the International Telegraph Bureau to pay monthly on the 25th to the Central Bank of China for account of the National Loans Sinking Fund Administrative Com: mission, the requisite funds to meet payment of principal and interest according to the amounts set forth in the Table for the Amortization—of Principal and Payment of Interest.
Att 6—Redemption of principal and payment of interest shall effected quarterly on March 31, June: 80, September 30 and December 31
