U.S. President May Approach Japan

Japanese Government Expected to Refuse

Offer, Says "Asahi"

Tokyo, Apr. 19

President Roosevelt intends to send a personal note to the Japanese Government, similar to his communications to Herr Hitler and Signor Mussolini, according to the "Asahi Shimbun" which declares that the President will probably announce the readiness of the United States to offer her positive good offices for the opening of a conference of the Powers interested in the Far East, for a solution of the current situation in East Asia. Such an announcement, the paper adds, would be subject to the approval of Japan.

The "Asahi" anticipates that the Note will not be forthcoming until after the@departure of the U. S. S. Astoria from Yokohama. The journal declares that the Japanese authorities are already discussing the Japanese reply which it states will endorse the Italian and German replies, which, the paper expects, will be nature of a refusal to comply President Roosevelt's appeal: maintain the stand that an international Far Eastern Conference would not be effective and appropriate measure to deal with the situation.

Therefore, the "Asahi shimbun" declares, Japan will refuse to consent to the convocation of such a conference.
