TRAFFIC RULES

Without pretending to ascertain at this moment whether the gloomy views which are being taken of the Council's proposal to restrict parking in the Central District have substance fact, it may be permissible to say that the criticism developed' by esteemed reader yesterday has certain altraclive characteristics. Although ostensibly set out to traverse the views of the Commissioner of Police, it made admissions which the official assailed will welcome with both hands, He received, for' example, strong endorsement of his frequently condemned assertion that Shanghai's trate problem is not as acute as some orities persistently imagine. The comparative freedom "of Shanghai from serious braille jams is a point fon which he has laid stress more than once, "Incidentally he may claim that his trae department deserves credit on that account. Similarly the view that Shanghai has to study its own traflle problems in the light of the special conditions obtaining here, has been consistently put forward by' the police, The Council's decision. that the Commissioner and certain officers of his staff should study eondl-Wlons elsewhere directly. emanated from the lucubrations of unoMelal ut markedly vocal orities, Finally, the idea that the Police have framed the new rules without regard to any} expression of opinion from the public not borne out by the reports of the proceedings of the Traille Committee or of the Council itself, There may be grounds for the main eritieism of the new regulations but it does not seem suficlently to take into account the figures presented by the Public Works" Commissioner in illustration of the dimensions of the parking problem, The Council itself its ofoers have carefully examined the whole question and if the Fegulations be carefully perused to-ether with the offelal statements ac~ companying st will be observed that the provision of parking space capable of absorbing present requir ments is contemplated. Motor-car owners may have to walk further to their ears but they will not be in the plight depleted by doleful critics) Moreover the proposed rule allowing an hour's grace to cars on shopping bent fs actually more favourable than the present arrangements,
