His Chance in Chekiang

GENERAL PAIS FUTURE

To the Baltor of the "Nonri-Cutwa Daruy News"

Smt quite agree with your correspondent, Mr. Jean Hure, when he says in his yesterday's letter that General Pai Chung-Hisl is by far the most gifted of all the military leader

only a great soldier; but he possesses South Chine. General Pal is not toa very high degree organizing ability and administrative genius. It certainly'to be hoped that President Chiang Kal-shek will not be swayed by personal animosities, but will strongly recommend to the National Government that. every. effort be used to retain General Pai in the service of China, But I must beg leave to differ with your correspondent when he emphas-zea the supposed difference between.the three parts of China, and intimates that General Pal must be allowed to rule in Kwangsi, with perhaps Kwangtung to boot,' I do not deny. there "is some difference in custom and tradition between the different provinces in this great country. Over-centralization Is cer= tainly to be depreciated, and local autonomy should be' cultivated wherever possible.

This, however, does not at all mean that each leader should have his own here of influence, that General Yen Hsi-shan must rule in North China and so with General Chiang in Central" China and. perpetuate China's internal chaos and make national unity quite impossible, The government has decided very wisely that General Pai should be transferred to the chairmanship of Chekiang. General Pai has already accomplished wonders for Kwang! and we see mo reason why his good work there cannot be continued in the hands of his successor, But what blessing to Chekiang if General Pal will exercise his great ability to organize and develop that province! The wonders which he has accom-lished for the backward province of Kwangsi will be doubled or trebled in the rich province of Chekiang. 1 can hardly agree to your correspondent's statement that General Pai will be incapacitated once he is transferred. to Chekiang. As if his supposed "Southern genius" would render him useless in the other parts of Chinal The way of China's salvation les in the sincere and active cooperation among her great men. And men like President Chiang and General Pal Topresent not one part of China, but the Chinese nation as a whole, "Any: arbitrary division of China as suggested by your correspondent has no foundation in fact whatever,
