IDENT Roosevelt's second governmental reorganization order was approved by the Senate Special Governmental Reorganization Committee after brief deliberation.
The Committee at the same time returned an unfavourable report on the technical resolution of disapproval introduced in Congress by Senator James F. Byrnes, Democrat of South Carolina.
Among the most important provisions of the President's reorganization order is the transfer of the foreign services of the departments of Commerce and Agriculture to the State Department.
President Roosevelt said yesterday that the object of this move was to create a single foreign service "resulting in advantages in economy, efficiency and better functional grouping, and the elimination of overlapping and duplication in an effort to obtain greater service for our commercial and agricultural interests."
The order will not affect the foreign service of the Department of Treasury. Observers recalled that President Roosevelt had long sought consolidation of other foreign services under the State Department, particularly because of the importance of concentrating diplomatic attention to commercial matters.
Meanwhile, efforts to secure modification of the transfer of the Bureau of Insular Affairs from the Department of War to the Department of Interior appeared boomed, despite strong support in some Congressional circles, years through difficult times, should continue doing so for the seven years that the Philippines will remain under the American flag."
In view of the attitude of Senator Tydings and Senator Byrnes, Philippines officials here decided to steer a cautious course so as not to antagonize Interior Department officials—United Press.
The President, sent on Tuesday to Congress a message transmitting Reorganization Plan No, Two prepared under the Reorganization Act approved on April 3. The Presisident stated that, whereas plan No. One had had to do with "over-all management, the purpose of this second plan was to improve "the administration management of the executive branch by a more logical grouping of existing units and functions and by a further reduction in the number of independent agencies."
