In the announcement made by the Government it is' stressed that, "Special emphasis Will be laid on inculcating the spirit of the founding of Manchoukuo and the respect for labour, and in encouraging military training, the study of languages are offered in order practically to realize the basic spirit of the founding of Manchoukuo.' In the post-graduate division will be carried on, "Researches on the basic! ideals of the founding of Manchoukuo, with the hope of giving them systematic and rational articulation," as it would normally be at least seven years before a student who completed the full course could graduate. Thus when the services of this high grade propaganda corps will be available the field for their activities is apt to vary vastly in Pattern and extent from that of 1937.
