"1, The capture of the great city will mark the entry of our military operations into their fourth stage. Our military activities will not cease with this new victory: the mopping-up of the conquered provinces will be a pressing necessity, and, meanwhile, it must be demonstrated that we are prepared to advance to South China while maintaining order in the occupied area.
"The period of great battles will then be terminated, and all our efforts will be concentrated on diplomatic matters, The chase of the anti-Japanese elements fleeing and hidding themselves in the interior of China will become a task of secondary importance, and will, in any case, be undertaken only later.
"9, It will be appropriate to demonstrate to foreigners, as well as to the Japanese themselves, the change ju Chiang Kai-shek's power. The anti-Japanese elements dispersed among the interior provinces of China will merely represent local cliques. Moreover, those cliques will no more represent ordinary provincial particular ism, but will become bandits revolting against the new legitimate authorities of the centre. It will thus be the local' central government which will have to wage the war against the rebels.
It seems to lack power, at the present moment at any rate. If the foreign Powers still continue to support Chiangs. regime, it will be precisely due to the absence of another sufficiently powerful government with which to deal.
"4, The solution of the China affair should bring about entire dissipation of Sino-Japanese friction. Present events are not a war between Japan and China; they have not the character of racial fighting. The real object of this campaign is to crush the power of Chiang Kaishek, who is responsible for the degeneration of the Chinese people.
^We wish to save China and establish in the whole of the Far East eternal peace. That is why we call the present action a holy war.
"Unfortunately, however, the anti-Japanese campaign carried on by the Kuomintang for the past ten years has resulted in masses of the Chinese people not understanding the high ideal which is the source of our inspiration. In China people are induced to entertain hatred toward the Japanese race. Our diplomacy, also, is hardly immune, it has not reached the Chinese masses. All. Japan's achievements in China—military, political "and economie—should above all, endeavour to captivate the heart of the Chinese people.
