According to Mr. Chao, a three-year programme of land reclamation has been drawn up by the Sinkiang Provincial Government. The province is divided into a number of military reclamation areas. During the first year, seeds and funds are furnished by the Provincial Government. In the second year, the appropriations and seeds will be reduced by half. In the third year, these areas will not need further financial aid.
Eighty-five per cent, of the population of Sinkiang are Mohammedans. In the past, the Mohamreedans were not permitted to hold Government posts. Consequently, conflicts often occurred between the Mohammedans and the Hans (Chinese), Massacres and reprisals were of frequent occurrence, The situation in Sinkiang now is, however, different.—Mohammedans are appointed to such posts as district magistrates and local administrators, and racial discrimination has practically disappeared. No massacres have occurred in the past few years.
