Geneva, Sept. 27. The League of Nations Council today agreed to authorize member nations to apply individually financial sanctions against Japan. This decision was reached at a secret session of the Council. The Council agreed, however, that for temporary reasons it was impossible to take co-ordinated action against Japan.
"It means," a Council member told ihe United Press, "that Russia can take any action she desires against Japan. Such action will be legal... If Russia takes military action, she will be acting under the League Covenant."—United Press.
