China, by Mr. Chen Lo, Minister of Foreign Affairs of.the Reformed Government. The protest was made last Monday in the form of an official note, according to the local Japanese newspapers. The latter state that the note referred specifically to the recent erection of breastworks in the Siccawei and Hungjao Road area.
