An Unhappy Argument

The policy of the British colonial administration in so developing educ tion among the indigenous population as to be able to draw from it capable magistrates or other officials has been attacked by a German critic who thus makes his contribution to the: eampalim for the return of German colonies. The argument may' carry weight in Germany, even though it be based on the quite erroneous theory that there is a shortage of recruits for the colonial Services. "It is not likely to be impressive elsewhere especially inthe Hight of the wording of Article the League of Nations' Covenant which lays dowa the principle that "the well-being and development of such peoples form a sacred trust of civilization." There Is of course! plenty of room for a difference of opinion on the merits of British colonlal administration,—Even the @oetrine of trusteeship may be called lin question, Yet the world is not likely to approve the revival of the theory that the European of divine right has the function to colonize and make his colonization permanently based on complete suppression of the opportunities "naturally accruing to the sons of the sell from the pro-ress initiated under his leadership.
