Mr. Hachiro Arita, former Foreign Minister, and Mr. Yoshiaki Batta have been selected by the Premier, Prince Ayamaro Konoye, to fill the posts of Foreign Minister and Overseas Minister respectively in the present Cabinet, it was disclosed here this morning.

There will be no change in Japan's foreign policy already decided upon, Arita declared today following his intiture. He would carry out this fixed policy to "minimize international friction." He declined to reveal his private opinions until he had conferred with government leaders.

Since the resignation of General Kazushige Ugaki and Count Sonyu Otani, the Premier held the two posts concurrently with the premiership. Decision was reached recently to appoint new ministers to these portfolios in view of the new developments in the international and domestic situations.

Prince Konoye was received in audience by Emperor Hirohito at 10 O'clock this morning at which time he informed His Majesty of the selections made to fill the two ministerial posts.

Mr. Arita was foreign minister in the recent Hirota cabinet and preously had been successively ambassador to Brussels and Nanking. He is one of the veteran career men of the Kasumigaseski.—Domei.
