Appealing to the 2,400,000 overseas Chinese, descendants of emigrants from the Swatow and Chaochow areas in Eastern Kwangtung, a spokesman for the Japanese Expeditionary Force to this district yesterday urged them to ce-operate in "building a new China."
Promising protection to the rights and property of these overseas Chinese in Swatow and its vicinity, the spokesman warned that the Japanese army was, however, determined to "mete retribution in order to secure their reconsideration" to those "persisting. to live in an illusion by assisting Gen.
