(Marked changes did not take place until 1908, when regulations governing district autonomy were promulgated by the Manchu regime, Nantao's public works office was re-Organized into a self-government bureau in 1909, Chapei also saw the establishment of a self-government bureau shortly after, when fire-fighting and volunteer corps were organized.
It was not until the founding of the Chinese Republic that these bureaux were changed into municipal ities. The first mayors for Nantao were Mr. Mo Shih-lung and Mr, Loh Wendi, while Mr. Chien Yun-li and Mr.' Shen Yung were elected' mayor and deputy major respectively for the Chapei municipality. The municipalities again became public works bureaux in 1014, when Gen, Yuan Shih-kai abolished the autonomy system, which was only revived about ten years later, In 1926, the Shanghai and Woosung Port Administration was inaugurated by Gen, Sun Chuan-fang, with the late Dr. V. K, Ting, the noted geology ist, as the resident director. Nine counsellors were chosen from city's civie leaders. The administration was abolished with the arrival of Kuomintang troops. Ten years ago to-day the first Shanghai City Government was founded, The Past Four Mayors In the past ten years, four mayors have reigned over the city. They were the late Gen. Huang Fu, Mr, Chang Ting-fan, Gen, Chang Chun and Gen. Wu Te-chen. With the departure of General Wu for Kwangtung where he assumed the post of governor, Mr. O. K. Yui, secretary-general ' has been appointed the Acting Mayor, Altogether seven different bureaux are functioning under the Shanghai City Government, these being the Bureau of Police, Finance, Public Health, Land, and Public Utilities, with Mr. Pan Kung-chan, Major-Gen, Tsai Chin-chung, Mr. Hsu Fu, iDr. Shen Ri, Dr. Li Ting-an, Mr. Hsu Fu and Mr. Paul H. Hsu as Commissioner of the respective bureaux, Plans for the creation of the Civic Centre were decided on during the period of Gen. Chang Chun, Rapid progress in construction was wit-messed in recent years.
