Bitterly denouncing the "scorched earth" policy of the Nationalist Government, a circular telegram was issued by 24 public organizations of Changsha headed. by the Changsha Citizens' Federation strongly protesting against the recent deliberate burning of thousands of houses in that city by the Nationalist forces prior to their withdrawal, a Chinese report said yesterday.
After making great sacrifices for the Nationalist regime in the Sino-Japanese conflict, the Hunanese were made to suffer through the destruction of their property, the telegram was reported to have said.
