The provincial tax which took the place of the long-established likin, was duly abolished throughout Kwel-chow, but another tax known as Tung Shui has been started in its place—some say this is but a temporary arrangement until a Business Tax is set up, after which there will not be riy change, but this seems too sweep~ ing a statement to make, The fact that whatever changes are made it is not at all likely that the Government will forgo any means of adding to revenue.
The terrible stories of soldiers shooting lepers in Kwangtung seem to Indleate a disposition-on the part of the Chinese to deal with the plague of leprosy in a drastic way indeed, fand on two occasions within recent times, attempts to Kill lepers were made in this province; in each case, a missionary doctor was able to save their lives by promising to care for them, at the same time isolating them from' people generally; and quiet recently, a business man, from Kwangtung province, tried to justify to me the shooting of lepers as the only effectual way of protecting the community {rom infection. He did not seem to be aware that other nations have a more civilized method of dealing with the problem. By the way, T hear that the Leper Home in the Pichioh district now cares. for abet 40 lepers.
