Permanent Organization

Whole sections of the human race, the King adds, are no longer in sympathy with each other. If one first step can be taken to bring them together again, we shall be offering humanity, especially the East and otherwise than by words, proof that the West values, above all, the immediate material considerations and spiritual strength emanating from a genuine feeling of brotherhood.

The letter suggests that it is essential to bring about the creation o an organism of economic studies, the value of which will be emphasized by its triple character of universality, permanence and independence.

The objects of the studies will be research into the elements of a universal economic organization and Dissatisfaction with the alleged terms of the "local settlement' on the Lukouchiao incident is under-continuous adaptation of this organization to the constantly changır economic factors, stood to have been expressed by the majority of the Government leaders who participated in informal conversations on the subject this afternoon.

They, however, declined to comment, since a telegram from: General Sung Cheh-yuan, Chairman of the Hopei-Charhar Political Council, while admitting that, negotiations were proceeding, failed to mention the conclusion of any agreement with the Japanese, Political circles here remain pessimistic in view of the continued Japanese troop movements in North China. The question on everyone's lips at present is; "When will the increased Japanese forces get out of North China?

The American Ambassador, Mr. Nelson T. Johnson, will arrive in Nanking to-night, while the German Ambassador, Dr. Trautman, and the Italian Ambassador, Sigiér Cora, will arrive to-morrow, The British Ambassador, Sir Hughe Knatehbull-Hugessen, is already in the capital.

The terms of the "local settlement" on the Lukuochiao incident, according to the Japanese, include the elimination of all who impede the good relations between China and Japan; suppression of Communists generally; and control of anti-Japanese organizations and anti-Japanese education.—Reuter.
