TIENTSIN'S ORDEAL

The situation in Tientsin seems to have been brought under control, not without considerable loss of Jife and immense damage to property. It is unlikely that the Japanese Government will be particularly impressed by its representatives" performances. 'A recent Japanese comment seemed to express surprise that the 38th Division commanded by General Chang Tzu-chung, the Mayor of Tientsin, had suddenly. interfered with Japanese military. operations. The surprise was natural for General Chang. Teu-chung was considered to be. persona. grata to Japanese oficial red to Peiping to restore there the new regime of compliance with Japanese commands. Evidently he was not successful in inoculating the whole of his Division with the policy on which his tenure of office seems to depend. In other words certain units in that Division were inclined to remember that they were Chinese troops charged to defend the country against aggression, In this spirit "the detachment at Tungchow refused to disarm itself at the request of Japanese officers and were bombed by Japanese aeroplanes into a state in which the possession oF lack of arms was immaterial but which put on record a permanent protest on behalf of China's soveroignty. "So, too, other elements in the '38th Division, not appreciating the benefits of their leader's acceptance of Japanese tendency to behave as if they would prefer Japanese room to iis company. They have underlined this at some inconvenience to themselves even it the cost of their lives, but they have also attracted attention to their mode jot thought which bears a close resemblance to the sentiments of General Chiang Koi-shek's latest pronouncement. The situation in the North may be composing. The events which have disturbed it have however produced results, not quite s0 palatable to Japanese iaste as assess. ment of them on old lines would /normally suggest. Japanese aggression may find that it has sown the wind to reap eventually the crop pro verbally attributed to that operation, Tokyo surely may have some winged words to send to Tientsin on the delicate subject of miscalculation.
