On the contrary, when Mr, Pan Yukuei who, although only Chief of Police here, is cne of the moving spirits in the new dispensation, proclaimed the new government from the top of the T'ien An Men through some very large loud-speakers, and called on the listening crowd to give three cheers for it, his appeal met with a very feeble response. This is said to have made a very bad impression on those who were still sitting on the fence.
For this reason a meeting, under Japanese sponsorship, was called at the Huai Jen Tang in the South Sea Park, for the purpose of forming new party, to be called the New People's Party (Hsin Min Hui), For some days previously motorcars had been traversing the city and making propaganda for the new party, by distributing showers of handbills with a glowing account of its objects and intentions. This new popular party is to declare itself as the backers of the new government, the popular basis for which it has been looking. And thus, it is hoped, the hesitations of the waverers will be solved.
As with so many other new governments in China, this particular new government is already said to be in considerable financial difficulties, Tt, is true that Mr. Wang Ko-min, an ex-minister of Finance and now head of the Administrative Commission, recently read cut a statement to the foreign press to the effect that satisfactory arrangements had been made with the Tientsin Customs Administration, whereby the funds and administration of the Tientsin and Chinwangtao Customs were to come under the complete control of the new government.
