Showing their strong disapproval of the newly formed Shanghai Civic Association, alleged by some to be a "puppet administration" under the control of the Japanese, Chinese pub-lie bodies in the city have publicly stated that the Association is illegal. Among those refusing to recognize the association are the Chinese Chamber of Commerce, the Educational Committee, the Agricultural Committee, and the China Agricultural Reconstruction Association.
