U.S. Government Preparing For European Crisis

New World Shock Expected This Spring, Summer Force Eschewed; Moral and Economic Aid Seen — Washington, Jan

IHE United States Government is preparing to withstand the shock of another world crisis in the spring or summer of this year.

This assumption is unmistakable and emerges from the series of conferences which Pres ident Roosevelt and officials of the State Department have been having with principal Ambassadors abroad, who have been summoned home especially for the purpose, reports Reuters Diplomatic Correspondent.

Mr. Joseph Kennedy, Ambassador to Great Britain; Mr. Hugh R. Wilson, Ambassador to Germany Mr. William Philipps, Ambassador to Italy, and Mr. W. C. Bullitt, Ambassador to France, left no doubt the minds of any with whom they spoke here that a fresh crisis is to be expected during 1939.

Whatever form the coming trouble may take, there is no doubt that President Roosevelt will act as firmly for peace as he did last year but there are two things he cannot do.
