Result Known in Spring

The final outcome will not*be known till April or May. Between November 18 and December 18 *interested parties send to the "Committee for Reciprocity Information" their suggestions as to import or export products which should be included in ihe negotiations. At the same time the British government's tentative objectives and the United States tentative objectives are received. Theh after the Ameritan suggestions and the British tentative proposals are at hand they will, be studied carefully before the announcement of "intention to negotiate" is made and a list of products on which the United States may make concessions is published.

For six weeks "threatened" American interests then complain first in writing then orally, Their complaints ere carefully sifted and if new aspects are presented the American negotiators alter their tentative list. Another month then elapses before the American "country committee" is ready fo sit down with the visiting negotiators from England.

The English agreement in the very early stages of "informal discussions" was seen to involve the Dominions as well as the mother country and for long the American negotiators were in despair fearing that the Ottawa Agreements would be an insurmountable barrier. Since the Dominions, whose products are very similar to American agricultural products, would be the worst sufferers from the British concessions they were naturally unwilling to release England from the bound items of the Ottawa Agreements without compensating advantages.

The United States was equally determined not to pay twice over for a tariff concession, She would not give England an advantage and also Australia for example. A way out was finally found in the principle not of compensating but of "compensatory" advantages. Agreements first with Canada, then with other Dominions will be negotiated and the Dominions will find in a separately negotiated agreement compensatory advantages which will make it easier to bear the direct losses they suiter under the Anglo-American phet: The negotiations which have and ùre taking place amount therefore in reality to an agreement between the whole Empire and the United States.
