Chinese as well as by the Japanese in the region of the preparations which are now being made by the Tientsin-Pukow railway, north of Hsuchow, appear to indicate that important operations which may perhaps have a decisive character are imminent in this sector.

According to Chinese military quarters here the Japanese are now concentrating in the region around Tsining, west of the Tsinan-Hsuchow railway large forces which include units from Tientsin, The Chinese believe that the Japanese plan is to establish a contact between the front on the northern sector of the Tientsin-Pukow rat may and the front on the southern sector of that railway.
