al action by the United States in the event of aggression by Fascist Powers on Britain or France, is advocated by Mr. H. L. Stimson, former Secretary of State, in a letter to the "New York Times."
"Almost any moment, an armed attack may be aimed by Fascist Powers against Britain or France," he writes. "Such an attack, from present appearance, would be ce-operated in by all three Fascist Powers" he continued.
"Defence against such joint action in Europe and Asia can only be securely accomplished by common action of the Naval power of the three large Democracies. including the United States. Should any one of these attempt to remain isolated, the result will bid fair to be a ultimate disaster for them all. On the other hand, the conviction on the part of Fascist Powers that such common action is contemplated, may prevent an attack altogether.
"Today, the aggressive group is Fascists Hold Balance more powerful in the air and on land than France and Britain, combined with probably sufficiently strong sea power to pin down the British and French Fleets in European waters, leaving exposed to the powerful Japanese Fleet, the whole of the Western Pacific Ocean, including Australia, New Zealand and even Western Canada, as well as Singapore. which is a key for the protection of those regions.
"It is tar from inconceivable that in Parliament to authorize the loan," official quarters said.
The primary purposes of the loan, according to Government circles, are 2. The loan marks the reflex following the recent deterioration of Anglo-Japanese relations. denoting an attempt to induce Japan to modify her drive for hegemony in the Pacific.
British Government circles emphasized that this loan was entirely separate from the additional export credit Britain is preparing to give China which involves approximately a ten-fold increase in Britain's original £500,000 export credit. The new export credits will enable China io enlarge her purchases of British lorries, rails, machine tools and paper mill machinery.—United Press.
