First I would say that any appeal to Powers on the outside must not be based on dollars and cents: for although to us Shanghai is Alpha and Omega, it does not come within the average man's -geographical knowledge, it is just some place in China where a few of his nationals live in luxury, and whether we live or die physically or financially does not interest him. Even to our respective Governments we are only a constant nuisance. Let anyone who has recently travelled Home and back recall the ignorance displayed by the average man he met and he will agree that I am right.
The only appeal which would succeed must be based on International Morality and Security, or in other words the principles of peaceful intercourse with our neighbours internationally must be respected, and those who offend internationally must be dealt with as an offending individual would be dealt with in any civilized country.
