Chamber of Commerce held a meeting with Japanese officers to discuss various matters, including arrangements for the removal of the armed Chinese police in the southern suburbs of the city. Posters were placarded throughout the city advising the population not to offer any resistance.
Early in the morning, a Japanese seaplane circled over the city for about an hour dropping leaflets. These stated that the Japanese Consul would return to Chefoo soon, and that the Japanese Army would keep the district peaceful.
The leaflets also advised the Chinese inhabitants to fly the five-barred flag of the "Provisional Government" to welcome former Japanese residents when they return.—Reuter.
