Of the over-expenditure of $551,921.- 08 estimated for the year in respect of the Public Works Department, house refuse shows an excess expenditure of $263,055.63 due to increased costs of operation, the mounting volume of garbage to be handled daily, and to the conclusion of an arrangement whereby a monthly sum ıs payable to the Shanghai Special Municipal Government for the privilege of dumping garbage in areas under its control.
The estimated increased expenditure on lighting of $106,568.78 is due to the authorized surcharges levied by the Shanghai Power Company and the Western District Power Company.
