Senator Key Pittman, chairman of the Senate Foreign Relations Committee, introduced tu Congress yesterday his new neutrality bill which would give, the President broad powers in invoking retaliatory measures against Powers guilty of aggression or uneconomic trade practices.
'The new bill met immediate opposition from Senator Bennett Champ Clark, Isolationist Democrat of Mis-scun, who warned that the Pittman' Bill would "facilitate our drifting into war."
Senator Pittman immediately admitted that the bill was designed to give Democracies advantages over Totalitarian Powers in the event of general hostilities. He said the "cash and carry" clause would operate to the benefit of nations controlling the seas, thereby aiding Britain and France.
The new bill provides that within 30 days after the outbreak of declared or undeclared hostilities, the President of the United Staies shall proclaim the nations involved. Thereafter it will be unlawful for an American ship to carry passengers or cargo directly or indirectly to any state named.
Senator Pittman said he believed the bill should be applied in the Sino-Japanese conflict as soon as it is passed.—United Press.
