Surprising" to China

Hankow, Feb. 25.

A formal protest against Germany's decision to recognize Manchoukuo has been made by the Chinese Government.

The protest, signed by Dr. Wang Chung-hui, the Foreign Minister, was delivered to the German Ambassador. Dr. Oskar Trautmann, in Hankow to-day and simultaneously cabled to the Chinese Ambassador in Berlin, Dr, Chang Lien-fong, for presentation to the German Foreign Office.

The Note begins by expressing regret that the German Government has chosen to recognize the "bogus organization in the four North-Eastern Provinces of the Republic of China known under the appellation of "Manchoukuo. " 3 "It need scarcely be pointed out; the protest continues, "that that unlawful regime was born of Japanese aggression and is being controlled and maintained by Japanese militarists, "Practically all the nations of the world have steadfastly adhered to the principle of non-recognition in respect of the puppet organization, and the fact that it was brought into existence entirely by the military force of Japan has been formally admitted by Germany herself as well as by the rest of the world.
