Nanking, Nov. 24, Any person wishing to transport cargo through districts where martial is in force should first apply to the Military Affairs Commission. for 2 special permit (Iehiao).
A ruling to this effect was made by the Ministry of Industry ina telegram to the Shanghai City Chamber of Commerce, in reply to an Inquiry from the latter.
