With regard to the allowance of 15 days cover for goods undergoing transhipment, the Section submit that in a large number of cases transhipment takes a much longer period and that the limit of 15 days should be extended to not less than 30 days. The letter points out that the absence of cover during any period of a continuous voyage is a serious matter to merchants and as financial facilities can only be granted for shipments which are adequately. covered, the assumption is that, under the present conditions of (he Agreement, business will inevitably be restricted, owing to the fact that it will not be possible in all cases for merchants to take the risks themselves or to indemnify their banks accordingly.
The Section also ask for the amendment of the wording of Clause 2 (li) of the Agreement in order to ensure that the 15 days discharge allowance will take effect as from the mooring or anchoring of the overseas vessel at the final place and not necessarily the final port of discharge.
