Spain's Example

Pointing to the example of Spai where the Franco Government.is steadily extending its authority, Mr. Kawagoe said that "if the National Government does not mend its ways, it is probable that a new Government may be formed."

Such an administration, the Ambassador said, must realize that Japan's objective is not invasion of China but assistance to the Chinese people.

The pre-requisite for the formation of a new Government, he declared, is its complete divorce from the old military cliques.
