Municipal Matters Question for Mr. Lockhart

To the Editor of the "Nomru-CHINA Dairy NEWS"

Sin—With regard to Mr. W. Bruce LockmARrs data respecting the Municipal Council's past expenditure, I cannot see what useful purpose it does to put forward figures for the past ten years; we cannot now turn the clock back and start again as he apparently assumes should be done.

Besides, his attack on the Volunteers is most uncalled for and unjust, their maintenance is cheap and well worth the yearly expenditure, and no one better than himself should know they have largely helped to save his "ski many times during his long residence in Shanghai.

It seems to me the height of foolishness to suggest dispensing with the Volunteers and it should be unnecessary to point out to Mr. Lock-HART that the Volunteers, Police, etc, have always been meant to keep the peace of our Settlement in hand at all times and not, as he puts it, "to maintain the territorial integrity" of the Municipality of Shanghai. I look upon Mr. Lockmamr's remarks in this connection as those of one who is "havering," complete nonsense.

From, the Boxer trouble of 1900, when I myself joined up on the spot as an ex-volunteer from home, I have watched the etuiness of the Shanghai Volunteers in doi their job of work like true soldiers on the field of action, and it keeps me wondering to what extent has Mr. Lockmanr done his part as a guardian of the peace here in assisting either as a volunteer, or a helper ing ammunition, etc. Perhaps will tell us?
