In 1925 Mr, Fairbairn was commissioned to organize a mob fighting unit within the Police. Since that time the Reserve Unit has attended and successfully dealt with more than 1,000 riot calls without once having to use firearms, Tear-gas, to be employed in mob fighting and in dealing with barricaded armed criminals, was soon introduced. A vest and shield proof against the. powerful Mauser pistol bullet were designed and produced by Mr. Fairbairn in 1927, while the old steel vests were made up-to-date. Patterns have been supplied to five other police forces in the Far East.

An anti-gambling crusade, in which all dens and "hwa hwei" lotteries were effectively abolished, was ganized and carried out by Mr. Fai bairn in 1929. Other mile-stones were the establishment of the Police Armoury in 1991 (over 6,000 weapons were reconditioned), and the formation of the Police Band the same year. The drums and fifes of the Band and the smart appearance of the organization have become an essential part of many public functions in Shanghai, Mr. Fairbairn, who was promoted from superintendent to assistant commissioner early in 1935, was appointed officer in charge of the Armed and Training Reserve and of the Sikh Branch in 1936. Anniversary of Nation's Independence Feted Twenty years ago today, on February 24, 1920, Estonia became an independent nation after having been under the rule of Denmark, Sweden, Germany and Russia alternately for 100 years.

The Estonian community in Shanghai is small.but, nevertheless, fervently patriotic and its members will gather at the home of Mr. P. Rumberg, Estonian Consul in Shanghai, at 571 Vu Yuen Road between 5 and 7 p.m, today to commemorate today's happy augury for their country and nationhood.

Owing to the geographical position of Estonia, the country acts as an intermediary in both the cultural and commercial spheres, between the West and the East. This same position has also made of Estonia a desirable outpost for other nations and it is essentially for this reason that the country lost her independence so early.

Nearly 90 per cent. of the inhabitants of the small country are Estonians, eight per cent. are Russians, just over one per cent. are Germans and 0.7 per cent. are Swedes. Estonia being an essentially agricultural country, some 60 per cent. of the population is engaged in farming, industry takes up about 20 per cent. and the rest are engaged in various other professions.

Estonia is in the unique position of not knowing the unemployment problem and in the past year, it was found necessary to engage some 6,000 miners and farm workers from abroad, Estonia's export trade is mainly confined to agricultural produce and her fine breed of livestock is eagerly sought by foreign buyers, particularly Russia, The large output of timber is mostly destined for Great Britain and over 200)large saw mills are engaged in handling British requirements in Estonia, But if Estonia is leading in the agricultural field, the country is no less up-to-date in cultural spheres and Tallinn and Tartu have been Estonia's intellectual centres since the declaration of the country's independence 20 years ago. The ratio of university students in Estonia is the highest in the world, there being one student for every 236 inhabitants. Colleges specializing in agriculture, commerce and navigation, and veterinary work are distributed all over the country. missioner, Books on Self-Defence
