On Success of New China Government Tokyo, Feb. 27. 66 ECAUSE the future of the China Incident is not exactly clear," no hope for an early decrease in Japanese Government expenditures was held out by the Finance Minister, Mr. Yukio Sakurauchi in reply to questions in the Lower House regarding the colossal budget for the coming year amounting to 10,300,000,000 yen, which has now gone to the House of Peers.

Instead, he hinted on the likelihood of increased expenses, as Japan, he said, would most probably have to make considerable investments for the economic development of China, "Viewed in the light of present conditions," the Finance Minister asserted, "it is inconceivable that State expenditures ever will decrease. Today, when no clear view of the future of the China affair is obtainable, it is difficult to give a precise statement on a plan to finance it. Additional budget appropriations and estimates of national bonds to make good budgetary deficits now are being negotiated by the Ministries concerned and will be submitted to the Diet shortly.
