Appeasement Towards Japan

With the Finnish war becoming protracted, Chinese circles think it is only obvious that Russia must utilize a major part of her armed forces at the European front, which has probably resulted in an appeasement policy towards Japan in the Far expected that peace between Russia and Finland will greatly ease Russia's anxiety in Europe, and thus she would be in a position to give undivided attention to the Far East, and possibly increase her assistance to China. This would be impossible, it is considered, if the Finnish war continued.

Finally, it is thought that the projected peace may generally hasten more peaceful conditions in Europe, which in turn would be a serious blow to Japan.
