Informal Appeal by Finns

London, Mar. 15.

Reuter's lobby correspondent learns that Finland's first requests to the Allies for assistance were for materials, not for men, and the Allies sent as much material as they felt ihey could safely spare.

Later there was an informal request for 30,000 men to be available in May.

The difficulty in the way of fulfilling this request was the refusal of Sweden and Norway to allow military tormations to traverse their territory.

Despite this, preparations were made to enable troops to move directly a Finnish appeal was received.

Reuter understands that if an expeditionary force had been sent, it would have been fully equipped, including air strength.—Reuter.
